GLAUCIO TOYAMA is an Agricultural Engineer and has an M.Sc. in Agronomy from USP/ESALQ (Luiz de Queiroz Higher School of Agriculture). 

Over 25 years of experience in the agricultural finance and insurance market. During this period, he led MAPFRE's Rural Insurance operation for over 7 years and subsequently led the BBMAPFRE Group for another 6 years. Before this, Paula served as President and Head of Strategic Growth for Aon Reinsurance LATAM, a role in which she leveraged Aon's capabilities to serve clients and business partners. HENNING LUDOLPHS joined the Hannover Re Group in 1989. With a background in mathematics, with an emphasis on computer science and economics, he began dedicating his career to structured reinsurance operations in 1991. In 2002, he took over as director of the non-life companies in Ireland, which at the time were the group's main vehicles for structured reinsurance. In 2008, he returned to Hannover, Germany, where he structured the insurance-linked securities (ILS) unit, focusing on the transfer of third-party reinsurance risks to the capital markets, as well as investments in ILS in the life and non-life segments. JOSÉ MARENGO is a Senior Scientist and General Coordinator for Research and Development at the National Center for Monitoring and Early Warning of Natural Disasters (CEMADEN). His areas of expertise include climatology, surface hydrology, climate extremes, drought and desertification, global climate change, adaptation, impacts and vulnerability, tropical meteorology, disaster risk reduction and early warning systems.He is a member of the Brazilian Academy of Sciences, the São Paulo State Academy of Sciences and The World Academy of Sciences (TWAS), as well as the Brazilian Climate Network and the Intergovernmental Panel on Climate Change (IPCC). He serves as Associate Editor of the International Journal of Climatology and the Annals of the Brazilian Academy of Sciences. Marengo is a professor in graduate programs at INPE and UNESP, and Adjunct Professor of International Studies at Korea University. He has contributed as a risk and impact analyst to multiple IPCC reports (TAR, AR4, AR5, SREX, SR1.5, AR6 and AR7) and has acted as a consultant for international organizations and institutions including the World Bank, UNFCCC, CEPAL and WWF, as well as for national and regional climate and environmental initiatives.

VERA CARVALHO PINTO is Regional Reinsurance Legal Director for Latin America at Chubb, with over 25 years of legal experience in insurance and reinsurance. She holds a Ph.D. in Law from the Pontifical Catholic University of São Paulo, where she was a professor for over 10 years. She has worked at leading law firms with an international presence before transitioning to in-house legal roles within multinational insurance groups, thereby consolidating her expertise in complex transactions and the regulatory framework of the sector.

SANTIAGO ARECHAGA is an international executive with over 25 years of experience in the insurance and reinsurance sector, specializing in underwriting, risk management, finance, and strategic leadership. He currently serves as President Reinsurance Latin America and Caribbean at Swiss Re, where he leads operations and client relationships across the region. In this role, he drives the regional strategy for growth and innovation, strengthening Swiss Re’s position as a key partner for the resilient development of Latin American markets.

Before taking over this role, Santiago served as Market Head for Southern Europe and CEO Iberia at Swiss Re, where he was responsible for driving the strategic growth of Life and Non-Life operations in Spain, Portugal, and Italy. In this capacity, he led the strategic expansion of the business, fostering innovation in reinsurance solutions and creating ong-term value. Previously, he held senior management roles at Aegon Spain, including Technical Director and Chief Risk Officer. Earlier in his career, he worked as a consultant at Tillinghast / Towers Perrin, advising on capital management, M&A, and Solvency II.

DANIEL CASTILLO, Vice President of Reinsurance at IRB(Re), who has worked in the reinsurance sector for 40 years, is a civil engineer who graduated from PUC in Rio Grande do Sul and has an MBA in Management and Marketing from Queen's University (Ontario, Canada). His career at IRB(Re) began in 2020 as a member of the Board and, three years later, he took on the role of VP in Reinsurance. A specialist in the technical areas of claims (in insurers) and underwriting (in reinsurers), the executive has also held various leadership positions in multinationals around the world such as Munich Re and General Re (Gen Re). Castillo had an extensive career at Gen Re, where he stayed for almost 27 years before joining IRB(Re). He was president of Gen Re in Mexico; senior vice president - regional head Continental Europe, Africa and Latin America; president of General Cologne Re Correduria de Seguros in Spain; president of General Re Sur in Argentina; regional head of P&C for Latin America, Spain and Portugal; member of the Global Executive Board and executive vice president of P&C Treaty for Continental Europe, the Middle East, South Africa and Latin America. At the start of his professional career, he worked for Bradesco and SulAmérica Seguros.

MARC LIPMAN is President of Lloyd’s Americas, responsible for supporting Lloyd’s business in the United States, Canada, Mexico, Latin America, and the Caribbean, as well as acting as the legal representative for Lloyd’s Members in Canada.

He is responsible for Market Development teams and the execution of Lloyd's commercial strategy, as well as providing functional oversight across the Americas region, delivering on Lloyd's commitments to global excellence.

Marc has extensive experience in the insurance sector, with a deep understanding of the US and Canadian (re)insurance markets. He is the founder and chairman of the Canadian chapter of the International Insurance Charitable Foundation and was included in the Insurance Business Global 100 list (2021), which highlights professionals driving positive change in the industry.

She holds a Master of Laws from the London School of Economics and a Bachelor of Laws from Osgoode Hall Law School in Toronto, and is also a member of the Law Society of Ontario.

RAFAELA BARREDA is an established leader in the insurance and reinsurance sector, with over 25 years' experience in areas such as shipping, logistics, aviation, brokerage, insurance and reinsurance.

Rafaela is economist and has a prograduation degree in Business Administration from Universidade Federal Fluminense and an MBA in Risk Management from FUNENSEG/COPPE-UFRJ. She is also certified as an Insurance Broker by SUSEP.

Elected to serve as FENABER's president since May 2025, Rafaela is President of Lloyd's Brasil and held strategic positions in the areas of business development, technical, regulatory, governance and institutional relations.

Throughout her career, she has actively worked with entities and companies in the sector to promote diversity and inclusion, supporting initiatives aimed at strengthening female leadership in the insurance and reinsurance market, as well as participating in mentoring programs and professional development actions.

PEDRO FARME is currently CEO of Guy Carpenter in Brazil and a member of the Latin American Executive Committee. Pedro has a degree in Economics from PUC-Rio and is certified as an Autonomous Investment Agent by ANCOR. Karsten Steinmetz

Chief Executive Officer of Munich Re

KARSTEN STEINMETZ is an economist with over 30 years of experience in the reinsurance sector, having graduated from the University of Cologne, Germany. Since January 1, 2025, he has been a member of the Board of Directors of Suramericana, following a distinguished international career at Munich Re, where he served as CEO since December 1, 2022. He has also held important positions such as CFO of Munich Re Africa, Head of Life and Health Underwriting for Europe and Latin America, and Life Customer Management Executive for Western Europe and Israel, among others.

Throughout his career, he has led global teams in the implementation of financial strategies, risk management, and the development of innovative solutions for the insurance industry. Among his most notable achievements is the creation of the MIRA Digital Suite, an award-winning project that transformed the digital offering in reinsurance.

Mr. Steinmetz has been a member of boards of directors in various markets and has led strategic projects, such as the integration of subsidiaries and adaptation to new international financial standards (IFRS 17 and IFRS 9).

Bruno Freire

BRUNO FREIRE Chief Executive Officer of Austral Re since its inception in 2010/11, he is one of the company’s founding partners. He also serves as Co-CEO of Austral Participações, President of ANRe (Brazilian Association of Local Reinsurers) and Vice-President of Fenaber. Bringing 26 years of experience in reinsurance, Bruno spent more than a decade at Aon prior to joining Austral Re, where he held the position of Director. He holds a degree in Economics from PUC-Rio.

Dyogo Oliveira

President of the Brazilian Insurance Confederation (CNseg)

DYOGO OLIVEIRA, President of the Brazilian Insurance Confederation (CNseg)- Economist, holding a master’s degree in Economic Sciences from the University of Brasília (UnB). He also holds an MBA in International Negotiations and Foreign Exchange from Fundação Getulio Vargas (FGV), as well as a specialization in Public Policy and Government Management from the National School of Public Administration (ENAP).

Over the past two decades, he has held senior leadership positions in the Brazilian federal government, including Minister of Planning, Development and Management, President of the Brazilian Development Bank (BNDES), Executive Secretary at the Ministries of Finance and Planning, and Deputy Secretary for Economic Policy at the Ministry of Finance. During this period, he also served as a member of the National Private Insurance Council (CNSP) and the National Supplementary Pension Council (CNPC).

Ainda no âmbito do governo, foi membro do Conselho Nacional de Seguros Privados (CNSP) e do Conselho Nacional de Previdência Complementar (CNPC). 

He played a central role in the design and implementation of major economic policies and structural reforms, including the federal government’s spending ceiling, pension and tax reforms, the release of FGTS and PIS/PASEP funds, the Growth Acceleration Program (PAC), the Minha Casa, Minha Vida housing program, the taxation of overseas corporate profits, and the privatization of IRB Brasil Re.

Mr. Oliveira also served as President of the National Association of Airport Management Companies (ANEAA), where he oversaw Brazil’s airport concession program, and during the same period held board positions at major companies in the finance and technology sectors. Since 2022, he has been President of CNseg, where he leads the strategic agenda of Brazil’s insurance sector, with astrong focus on innovation, regulatory advancement, and the role of insurance in supporting sustainable development.

Marcelo Mansur

MARCELO MANSUR is a partner at Mattos Filho Advogados. He is also a professor at FGV School of Business Administration and at ENS – School of Insurance Business. He holds a Law degree from the University of São Paulo and a specialisation in International Trade Law from the University of Paris (Nanterre), France. He earned a Master of Laws (LL.M.) from Heidelberg University Faculty of Law, Germany, where he was a Konrad Adenauer Foundation scholar, and holds a PhD in Law from the University of São Paulo. Mr. Mansur is Chair of the Insurance and Pension Regulation Committee at FGV Direito Rio’s “Regulation in Numbers” initiative. He is the author of several publications on insurance and reinsurance.

Carlos Queiroz

SUSEP Director responsible for Prudential Supervision and Reinsurance Supervision - DISUP

CARLOS QUEIROZ is Director at SUSEP, responsible for Prudential Supervision and Reinsurance Supervision (DISUP). He also currently oversees the Prudential Regulation and Economic Studies Directorate (DIRPE). Mr. Queiroz holds degrees in Economics and Law from the University of São Paulo (USP). He has been a federal public servant for 23 years and has worked at SUSEP since 2010. He served as Acting Superintendent of the Authority between January and April 2023 and has remained as Deputy Superintendent since then. He represents SUSEP at COREMEC (Committee for the Regulation and Supervision of the Financial, Capital Markets, Insurance, Private Pension and Capitalisation Markets) and at ENCCLA (National Strategy to Combat Corruption and Money Laundering), among other institutional forums.

Maria Netto

Executive Director of the Instituto Clima e Sociedade (iCS)

MARIA NETTO is the Executive Director of the Instituto Clima e Sociedade (iCS). She previously worked at the Inter-American Development Bank (IDB) as Principal Specialist in Capital Markets and Financial Institutions, and at the New Development Bank (NDB) as Head of the Financial Institutions and Markets Division.

Throughout her career, Maria has led programs that promote innovative financing strategies with local financial institutions and capital markets, helping expand financial inclusion and attract private investment in low-carbon and climate-resilient projects across Latin America and the Caribbean. Her work has covered key sectors such as land use, low-carbon agriculture, renewable energy, energy efficiency, sustainable infrastructure, and urban mobility. 

Earlier, she served at the United Nations Development Programme (UNDP), where she oversaw global initiatives to strengthen countries’ and civil society’s capacity to assess financial flows and develop policy options that integrate green business models into economic activities.

Maria also spent over a decade at the UN Framework Convention on Climate Change (UNFCCC), where she led the institution’s work on bilateral and multilateral financial cooperation, the tracking of climate-related financial flows, and the development of carbon market mechanisms under the Kyoto Protocol.

She holds a master’s degree in Economics from the Graduate Institute of International and Development Studies in Geneva. 

Aloísio Lopes

National Secretary for Climate Change

ALOÍSIO LOPES is the current National Secretary for Climate Change and former Director of the Department of Mitigation and Implementation Instruments of the Ministry of the Environment and Climate Change-MMA. A federal civil servant since 2002, he coordinated the environment and climate change area of the Ministry of Finance for ten years, after having worked in the formulation and management of federal policies on food and nutritional security, rural credit and family farming, and civil protection and defense. He was a senior international consultant for the Inter-American Bank (IDB) in the area of climate finance and integrating climate change into the fiscal management agenda.
